If I understand correctly is MIL STD 461 E is the newest standard mode, but it means 461 C is canceled

Since the 461E was officially replaced 461D from 1999, 461C, 461D and replaced officially in 1993, I would say the "C" standard has been updated since 1993. Since 1999, the "E" is the standard norm.
